Ashley is employed by Footprint Investigations as a Cell Site Engineer and Expert Witness in the field of Cell Site Analysis. He gained 24 years of experience working as a radio frequency engineer and telecommunications intelligence analyst in the British Army. For a decade of that time, he worked alongside partners across Government, where he specialised in geolocating and analysing cellular networks and mobile devices. He completed multiple analytical tradecraft pathways, including mobile and telephony analysis, geolocation analysis, and computer-to-computer analysis. Ashley also deployed telecommunications capabilities in support of UK missions overseas and delivered training in GSM, CDMA2000, UMTS, LTE, WIFI, and RFPS to military and government cell site engineers.

Bob has worked in cell site analysis and as an expert witness since 2002. He is a technical member of the Institute of Engineering and Technology (IET), formally the Institute of Electrical Engineers (IEE).

Previously he has been employed at: British Telecommunications; transferring to Cellnet (now O2 from 1979-1999)’ One 2 One (T-Mobile); Ericsson UK; Forensic Telecommunications Services; The Home Office Agency; The Forensic Science Service, The Metropolitan Police Service as a Forensic Engineer (specialising in cell site), The College of Policing (formerly NPIA) as a Radio Frequency Propagation Engineer and Investigative Trainer.

Cell Site Analysis Specialist Required

Working within the UK Criminal Justice system our Cell Site Analysis Specialists are responsible for the development and preparation of case documents.

This position would suit someone with experience in cell site from a law enforcement background.

Main responsibilities

Using Cell Site Analysis to assess possible locations of mobile telephones at specified times by:

Analysis of Call Data Records
Analysing radio frequency network measurements on GSM, 3G and LTE networks using industry standard tools

Presentation of findings within the UK Criminal Justice System

Producing concise and accurate reports to evidential standards along with associated exhibits
Presentation of analysis and findings
Examining prosecution and defence reports and commenting on their accuracy, relevance, meaning and evidential value

Essential Qualities

Demonstrable expertise in mobile phone network operation preferably gained in a network planning /optimisation environment
Knowledge of radio propagation and cell planning methodologies
Knowledge of GSM, UMTS and LTE technologies
Experience in data analysis and ability to present findings in a clear manner both in writing and orally
Knowledge of various mapping tools
Able to work under pressure to demanding deadlines
Excellent knowledge of Microsoft Excel and other office based applications
Full driving licence

Desirable

A degree or equivalent level education/experience in a relevant technical subject
Experience of surveying and analysing radio frequency data from radio networks
Knowledge of the different call data records provided by the Mobile Telecommunications providers
Articulate and able to discuss and debate complex issues in a clear, unbiased, manner
Some knowledge of investigative techniques associated with digital forensic evidence
